Her allegiance is not.

Kurt Hogan is PL 30 before he steps into Heavy Powered Armor. That distinction matters. The suit does not make the Colonel dangerous; it gives a dangerous man enough protection to use telephone poles as anti-robot spears and enough battlefield presence to turn armored survivors into a line.
